On the sound/speech board: Also, have you checked the sound volume pot R15 on the sound/speech board? Check it w/ your DMM on resistance, should range from 0 to 10k ohms resistance through the range. Also check/replace C31. If you have a scope, check for audio waveform on pin 4 of the U20 (1408 D/A converter).

I would also disable any "sound wave" functions on the modem, if any. Those often conflict with the normal sound card. I would also reset the BIOS/CMOS screens to Default settings if that is possible. Or at least set all the IRQ items there to "PnP" or whatever equivalent your BIOS offers.
